Special Areas of Conservation (SACs) and Special Protection Areas (SPAs) are protected sites designated under European law to conserve important habitats, wildlife, and birds. SACs focus on habitats and species that are rare, endangered, or vulnerable, while SPAs are designated specifically for the protection of bird species and their habitats. Together, these sites make up the Natura 2000 network, safeguarding Europe’s most valuable biodiversity.
What is Appropriate Assessment (AA)?
Appropriate Assessment (AA) is a process required under the Habitats Directive to evaluate whether a proposed project or plan could negatively impact a Natura 2000 site (SAC or SPA). It ensures that activities do not harm protected species or habitats.
AA is needed when a project is within or near a protected site or has the potential to affect one, either directly (e.g., habitat loss) or indirectly (e.g., pollution). This includes activities such as construction, land use changes, or infrastructure projects. It is a legal requirement to ensure the conservation of biodiversity while allowing sustainable development.
